The sub-basin plans serve as fundamental conceptual documents of water management in the entire river basin. The plan development included description of the basic characteristics of sub-basins, evaluation of water use and the impact of human activities on the status of water,  description of monitoring and evaluation of the status of water. 
The plans contain targets defined for surface water, groundwater and water-bound protected areas. The plans are also dedicated to flood protection and water regime of the landscape and, above all,  proposals for programs of measures that are necessary in order to achieve the goals based on the identified status of surface water and ground water, assessment of flood risks and the needs of using water resources.
